Homepage Configuration affects all Pages if it is not changed by a Context Aware Configuration. Therefore, it should be used for general Configurations.
For individual Configurations
A Context Aware Configuration (CAC) Page will affect the Page one Hierarchical Level before, as well as on same Hierarchie Level and all afterwards, till it is changed by another Configuration Page.
Therefore, only if there are Configuration Changes that should not affect all of your Pages, use CACs!
